Is the barometric air pressure at the surface has any impact on the pressure under the water?

I know this seems a question strange, but I heard a theory about the best fishing is at times of low barometric pressure. (I've never noticed this same effect.) Theory seems to be that fish can feel the lower pressure and that could bring closer to the surface. Any piece of science to support this idea sounds pretty silly?

I think you can put some in a tank and see how they like a different pressure.
