How to maintain a pool of flooding?

I'm going to another house within a year of 15 sick and go to the population (im not sure yet) but i plan on having a flow of running it and itll be filll half of half of rainwater and tap water conditioner I do not fish in the pond, we have a large amount of rain in Ohio so how I can prevent the flooding is going to be about 3,000 gallons

... You have many facts missing from this analogy .... however, you must be prepared to find ways of natural runoff from rain that falls around your property ... then avoid locating roads wherever your pond? current? ... a current source of water will have a head that may require a diversion channel if it provides a lot of runoff, but as streams go, the water will pass .... likely that a landfill will be constructed in the downstream end to block the water, making a deep zone where you can keep some fish ... a pond that is attached and have an up or down river to escape the fish would not be much problem ... if you're willing to spend money, build an overflow drain, just like an infinity pool, you can have two exits, one being an away that allows water to drain over this level of offset and distance through a pipeline (to be installed) ... this method is less likely to require much maintenance ... drain output directory pond to a storm drain, sewer or other designated area ... the second exit, could be directed to a filter, just like a pool and / or a fountain or water fall .... Also, in a pond can hold a bomb (or two) prepared to support way to remove water in wet season high ... can be manually activated pump each day for the pump down, making room for more runoff to accumulate .... or the creation of an automatic "On" which is activated by a float valve .... when the float (like a toilet float ball) reaches a high point that can activate the pump to activate and then turns off once the ball float back down .... until you have worked with the water on their property for a couple of years, you should not invest much money in fish ... money put into the control of water, then once we know works (and how) you can add more fish
